William D. Baird, P.E.

For more than 25 years, William (Bill) Baird has been providing professional engineering experience in the areas of planning, design, rehabilitation, and replacement of water distribution systems, sanitary sewer collection systems, storm sewer systems, major drainage facilities, and roadways. During his tenure at AS&E, Bill has also managed civil engineering and related projects for public and private clients including feasibility and conceptual studies, master plans preliminary and final engineering design, preparation of bid packages, bid processes and award of contracts, construction phase services, and operations startup. Bill is well versed in critical rules and regulations, as well as the permitting requirements for TECQ, USEPA, Corps. Of Engineers, FEMA and other regulatory bodies. He also has extensive experience with Municipal Utility Districts and the rules that govern their operation.
